Free circulation for eligible categories is permitted within the territories of their respective administrations and for service-related purposes.

Below are some of the eligible categories. For any categories not mentioned, please refer to the applicable Laws and/or the Highway Code.

Eligible categories – with identification card:

  • Public Security Officials (art. 236 and art. 1115 of Presidential Decree 15/03/2010 no. 90; art. 12 of the Highway Code)

  • Public Security Agents (art. 236 and art. 1115 of Presidential Decree 15/03/2010 no. 90; art. 12 of the Highway Code)

  • Guardia di Finanza (art. 1115 of Presidential Decree 15/03/2010 no. 90; art. 23 para. 5 of Presidential Decree 16/12/1992 no. 495; art. 12 of the Highway Code)

  • Carabinieri (art. 236 and art. 1115 of Presidential Decree 15/03/2010 no. 90; art. 23 para. 5 of Presidential Decree 16/12/1992 no. 495; art. 12 of the Highway Code)

  • Prison Officers (art. 33 of Legislative Decree 21/08/1945 no. 508)

  • Firefighters in uniform while on duty and, with a service order, during service travel (art. 6 para. 2 Legislative Decree 8/03/2006)

  • Officials of the Technical Offices for Excise Duties and Customs District (Decree Law 26/04/1945 no. 223, annex h) and tax officers of the Customs Office when performing judicial police functions (art. 1115 of Presidential Decree 15/03/2010)

  • Postal Inspectors with judicial police authority (Ministerial Decree 14/08/1943)

  • Municipal Police, limited to the territory of their municipality (if provided by specific municipal resolutions)

  • Members of Parliament (Deputies or Senators) with identification card issued by the Chamber of Deputies or the Senate of the Republic

  • Labour Inspectors, upon presentation of their identification card issued by the Ministry of Labour and Social Welfare (Order no. 63 of 13/06/1975; art. 1115 of Presidential Decree 15/03/2010)

  • Staff of regional, provincial, and municipal road authorities holding a “Traffic Police Service” card, as responsible for the duties referred to in art. 12 para. 3 of the Highway Code and art. 23 para. 5 of Presidential Decree 16/12/1992 no. 495

  • Ministry of Transport Inspection Officials (art. 197 Royal Decree 9/05/1912 no. 1447; art. 100 para. 8 Presidential Decree 753/1980)

  • Officials and Agents of the General Inspectorate of the M.C.T.C. (art. 19 Law 14/06/1949 no. 410)

  • Officials and Roadmen of A.N.A.S. (art. 41 Law 7/02/1961 no. 59)

  • Inspection staff of the Tuscany Region and the Province of Florence tasked with monitoring road transport companies (Regional Law 42/98)

Eligible categories – other:

  • Guide dogs for the blind (Law 14/02/1974 no. 37)
