The passenger is subject to a penalty if they fail to comply with the travel rules at the time of inspection:
- Passenger without a valid travel document: does not have any valid ticket.
- Passenger with a travel document, but it:
- has not been validated/activated when boarding, or
- is not valid for the route/location of the journey.

Amounts of administrative penalties
*On-board cost of the urban and suburban zone 1 ticket for passengers without a valid travel document

Payment methods
- On board: directly to the staff at the time of inspection.
- At any LIS point: using the barcodes shown on the report. Use the barcodes as follows, counting the day the report was issued as day one:
- Within the first 15 days: use the first barcode
- From the 16th to the 60th day: use the second barcode
- After the 60th day: please contact us via the form, specifying as the subject: penalty payment; we will check whether the management is still with us or has been transferred to the debt collection agency.
Requesting a penalty duplicate
In case of loss or deterioration of the report, you can request a duplicate.
Important: Submitting the request does not suspend the payment deadlines.
For a penalty issued to an adult:
Send a copy of the ID document of the sanctioned person and the duly completed duplicate request form (downloadable from this page), via the form specifying as the subject: penalty duplicate.
- If the penalty was issued more than 60 days ago, please write to us before sending the form: we will verify whether the management is still ours or has been transferred to the debt collection agency.
For a penalty issued to a minor:
Send a copy of the parent’s or guardian’s ID document and the completed duplicate request form (downloadable from this page), via the form https://www.at-bus.it/it/parla-con-at, specifying as the subject: penalty duplicate.
- If the penalty is not paid within the first 15 days, a notification will be sent by post to the parent/guardian. From that moment, payment can be made within the indicated deadlines, with the addition of processing fees.
In this case, please also provide the minor’s residence and domicile address, attaching the parent’s or guardian’s document, via the form specifying as the subject: address for notification.
Defensive Statement
If you complied with the travel rules, you may submit a defensive statement, which will be evaluated by the Travel Document Inspection Office through appropriate checks. The defensive statement must be submitted within 30 days from the notification of the penalty.
Please note: if the report is handed directly to an adult offender by the inspecting officer, it is considered a formal notification.
In the case of a penalty issued to a minor, the defensive statement must be submitted by a parent or legal guardian.

Submitting a defensive statement does not suspend the payment deadlines (whether minimum, reduced, or full amount).

Please note: Payment of the penalty results in the closure of the case, even if a defensive statement has been submitted (Art. 8, Regional Law 81/2000), except in specific cases provided by law.
